Semantic clustering surfaced two cleanup targets in pkg/workflow: fragmented single-function files around issue-reporting safe outputs, and inconsistent string-slice parsing ([]any vs []string) across config helpers. This PR consolidates the issue-reporting parser surface and standardizes slice extraction behavior.

Consolidate thin issue-reporting wrappers
- Moved parseMissingDataConfig, parseMissingToolConfig, and parseReportIncompleteConfig into pkg/workflow/missing_issue_reporting.go
- Co-located logger instances and ReportIncompleteConfig alias with IssueReportingConfig
- Removed now-redundant files:
  - pkg/workflow/missing_data.go
  - pkg/workflow/missing_tool.go
  - pkg/workflow/report_incomplete.go
Deduplicate labels parsing logic
- Replaced inline labels extraction in parseIssueReportingConfig with ParseStringArrayFromConfig(...)
- Keeps behavior centralized and consistent with other safe-output config parsers
Close ParseStringArrayFromConfig type-coverage gap
- Updated ParseStringArrayFromConfig to use parseStringSliceAny, enabling both []any and []string inputs
- Preserves existing semantics:
  - missing/invalid key → nil
  - present array with no valid strings → empty slice
Focused parser test coverage updates
- Added []string cases for:
  - parseLabelsFromConfig
  - parseAllowedReposFromConfig
  - parseMissingToolConfig labels path
