Vitess v23 removes vtctld's legacy HTTP /api/, which Freno uses to discover Vitess replicas. When VitessSettings.GRPCAddress is set, Freno now reads tablets with vtctld's GetTablets over plaintext gRPC (GRPCInsecure: true is required, as TLS isn't supported); configurations that only set API are unchanged. Like the HTTP call, discovery only reads the configured cells (filtering the shard locally, because GetTablets ignores cells when a shard is set) and tolerates partial cell failures. This upgrades Vitess from v2.1.1 to v0.23.8 for its vtctld client and adds gRPC v1.85.0, raising the minimum Go version to 1.26 with a toolchain go1.27.3 pin, so script/bootstrap, the Dockerfiles and vendor/ are updated (vendoring is a separate commit). Tested with unit tests and against a live Vitess v23 vtctld, and govulncheck reports no vulnerabilities.
