Temp branch to build codeql cli and use it in the github actions.
For now, disabling existing workflows.

For future reference, I think a draft PR would achieve the same effect and not notify reviewers.

Sorry about that, I just wanted to create it to my fork (where I wanted to execute the new workflows) to build some preview CLI.
I was "tricked" by the interface as I changed the source branch and was targeting again the main branch, not the one on my source. Indeed, if I would have set it to draft first, would have observed the issue faster.
