Pull request overview

Adds a new custom agent that guides Azure Verified Modules (AVM) owners through a structured, repeatable workflow to triage issues across the AVM repos they maintain, with an explicit approval gate before delegating work to Copilot.

Changes:

  • Adds the AVM Owner Triage agent definition and full triage playbook (module discovery → harvesting → dependency analysis → reporting → optional delegation).

> Record the choice in the report header so the consumer can see at a glance which mode produced the output. In `quick` mode, all references to "Pass 1 evidence", "Pass 2 evidence", or "code surface" in the report template collapse to "thread-claimed" and the corresponding columns state *"(quick mode - not analysed)"* rather than fabricating evidence.

Let's not embed version info into the agent, as this becomes token weight. Instead, it can go in the frontmatter as metadata
