feat: Sync attachments on Android, Windows, and Linux

Builds on:

• feat: Enable java scope sync for attachments sentry-native#1584
• feat: Sync file attachments to native sentry-java#5211
• feat: Scope sync attachments sentry-dotnet#5038

With this, file and byte attachments get synced to the native layer on Android, Windows, and Linux and will be available on events originating from these layers.
