This is a proposal to overhaul the gas economy with the ARC, AIR budget, priced gases from finite extractors - making gases a real budgeted resource instead of free/infinite. Miners still pump out gas, but it costs per mole via the ARC, pushing players to cut waste and make basic air gases in-house by utilizing electrolyzers and recyclers.

Introduces a Gas Miner Control Console for Atmos, implementing a departmental budget system that ties gas extraction costs to a finite resource model. This change enhances gameplay by requiring budget management and cooperation with Cargo for funding.
Revised the overview section to clarify the Gas Miner Control Console functionality and its impact on budget management.
Refine the description of gas miners' production limitations and their impact on gameplay.
Added details about the new gas miner control console, including its features and cost structure.
Reword the proposal for establishing Atmos as a separate department to reflect its current security and playtime considerations.
Updated round flow impact details and clarified administrative notes.
Removed redundant phrasing in the failure and risk states section.
This update elaborates on the implications of the Gas Miner Control Console, emphasizing the finite nature of gases and the need for budget management and cooperation with Cargo for funding.
