Converges the org's .github repository onto the current limen release: the manifest pin, its checksum, and the canonical files the release carries (setup-aqua action, checksum-update workflow, test-go and tools modules, the local registry). Supersedes Renovate's #12, whose checksum-update job cannot push here (the App token is refused on this repository).
