Also bumps MDG to latest and removes `disableRecompilation` as MDG sets this based on CI var automatically now
- Removed `gradle/actions/wrapper-validation` step as `gradle/actions/setup-gradle@v4` runs its own wrapper validation - Bumped java to `25`
