Publish dart_skills_lint as a package on pub.dart

This is prerequisite to the package being used in flutter/flutter and flutter/packages.

hey @johnpryan! is this something that will be done soon? we wanted to support a reusable workflow using dart_skills_lint on CI and didn't want to rely on git path references to do so 😄

Yes, I am working on getting the google approvals for a new top level repo and that is what is taking so long. After I have approval on the new repo creation then it should be pretty easy to add publishing.

Please file issues if you run into trouble. Love the work yall do over at VGV!
