Applications need durable records of outgoing ActivityPub work independently of OpenTelemetry sampling. This change adds setOutboundObservers() for broadcast preparation, destination planning and handoffs, send attempts, HTTP exchanges, and queue-worker results across ordinary sends, forwarding, portable delivery, and retries.
The API preserves explicit broadcast/delivery/attempt identities and optional application dispatch and originating-inbox correlation through queue continuations. Observer failures are isolated from delivery behavior. Applications own persistence and aggregate state; enqueue acceptance and remote HTTP success do not establish remote application effects. Optional evidence capture provides redacted headers, bounded streaming response bodies, and privacy-filtered sender payloads.
Changes
Added grouped optional outbound observers on federation builders and instances.
Reported preparation, destination handoffs, send attempts, HTTP exchanges, and worker results across sends, forwarding, portable delivery, and queued retries.
Preserved explicit execution identities, application dispatch IDs, and originating inbox context through queue continuations, independently of tracing.
The following work remains unimplemented and is excluded from this PR's scope. It is tracked under #1311 and its observer integration follow-up:
Supply and propagate a signal for each queue execution through contexts, loaders, and outbound transport, independently of queue intake shutdown and the original HTTP request.
Bind outgoing requests, redirects, gateway attempts, and response-body capture to that execution signal.
Report established execution cancellation and its exact reason separately from transport failures and observer failures, preserving confirmed HTTP responses and completed effects.
Verify cancellation across retries and backend deadlines: signals must not be serialized or inherited by later executions, and backend abandonment must not fabricate worker termination. Add the corresponding observer tests and documentation when this integration is implemented.
This PR includes inbox reports' original local context and request-cancellation snapshots. Those snapshots report the incoming request's signal state/reason without automatically stopping processing or accepted queue work, and remain unchanged after report construction.
Affected Fedify package checks and Deno/Node/Bun suites passed. After the final test-only converter fixture adjustment, the changed test passed on Deno/Node and the full Bun suite passed.
The affected @fedify/testing package passed checks and all three runtime suites. The local Workers harness passed all 18 registered cases plus its preflight checks.
A loopback HTTP workflow exercised a failed queued delivery, retry, response archival, and later success with stable grouping IDs. Its network test runs under Node/Bun and explicitly network-enabled Deno; the offline Deno package suite skips it.
Production documentation/declaration/Twoslash build and rendered headless Chrome checks passed. Changed documentation formatting, source format/lint, fixture import boundaries, and Sacho fragment checks passed.

Fedify 2.5.0 adds outbound observers for broadcasts, deliveries, send attempts, HTTP exchanges, and workers. It adds provenance and inbox cancellation reporting, optional header and response-body capture, sender-payload privacy projections, and a one-second deadline for error-response diagnostics.
Adds public report types and setOutboundObservers() registration. Adds dispatchId to send options and recorded mock sends. Mock federations accept observer registration but do not invoke observer callbacks.
Adds provenance snapshots and propagation through contexts and queued work. Inbox reports include request identifiers, local URL facts, and a cancellation snapshot. Tests cover cancellation during processing, accepted queue work, and provenance across retries.
Adds broadcast preparation, delivery handoff, enqueue, and worker reports. Portable-inbox forwarding records preparation and delivery events and stores provenance and delivery metadata in queued messages. Tests cover retries, replication, and handoffs.
Adds per-attempt and per-exchange reports around send and signed HTTP operations. Reports capture response disposition and failure details. Error-response diagnostics use a one-second read budget.
Adds opt-in allowlisted and redacted header snapshots, bounded response-body capture, and sender-payload privacy projections. Capture enforces byte and time limits. Sender-payload projection returns an unavailable result for unsupported input.

packages/fedify/src/federation/send.ts:828-832 Minor · Functional Correctness · Quick win
Record redirect-limit failures as undetermined, not intermediate-only.
When redirects >= 20, the loop throws TypeError("Too many redirects"). The flow stops, but the "intermediate" notification still runs first. Observers then see intermediate-only, which the documentation defines as "The flow chose to continue." Send the intermediate notification only for hops that continue. The attempt then keeps the undetermined state and the terminal redirect in lastObserved. Keep the call before cleanup so that continuing redirects behave as before.
Suggested fix
- attempt?.response(response, "intermediate");+ if (redirects < 20) attempt?.response(response, "intermediate");
cancelResponseBody(response, request.url);
await session.close();
if (redirects >= 20) throw new TypeError("Too many redirects");

Do not mark a redirect-limit response as intermediate.
When redirected >= maximumRedirection, the signed loop records the response as "intermediate" before throwing FetchError. The failed attempt therefore reports intermediate-only, although the flow stopped. Skip that notification on the limit branch. Keep it for redirects that continue.

The following work remains unimplemented and is excluded from this PR's scope. It is tracked under #1311 and its observer integration follow-up:
This PR includes inbox reports' original local context and request-cancellation snapshots. Those snapshots report the incoming request's signal state/reason without automatically stopping processing or accepted queue work, and remain unchanged after report construction.
