Process offer letter over all allocations of the project so that more than one allocation can be covered (cf Desai lab).
Offer letter attributes must be on the project rather than allocation.
Filter project allocations for storageness and requires_payment, then sort so that the most expensive resource is covered first.
Decrement current_offer_letter_tb by amount of allocation to keep track of how much is left.
Billing record description should refer to the total offer letter amount.
