Tool row above a waiting approval card says "Wrote file" / "Clicked" before it happened #459

Follow-up to #435 / #450. While an approval card waits, the tool row just above it already reads in the past tense:

• "Wrote file" in desktop/src/features/chat/ToolCallCard.tsx ~63;
• "Clicked" in desktop/src/features/chat/cards/BrowserCard.tsx ~24.

This happens because a step in awaiting_approval is treated as done.

Fix: show the waiting state for awaiting_approval steps, e.g. "Waiting for your answer" or the would wording from toolMeta.ts (#450), and switch to the done wording only after the step really ran. A declined step should read as declined.

Also nice: a file write card could name the file ("Would write balcony-plants.txt") instead of only showing it under Details.

Done when: a screenshot of a waiting browser click and a waiting file write shows no past tense, plus a desktop test.
