Seed scripts: --theme-only and --config-only skip pausing tasks and deliveries #426

Found by CodeRabbit on #419. desktop/scripts/seed-memory-skills.py --theme-only and desktop/scripts/seed-tasks.py --config-only return before calling seed_safety.quiet(...), so on an existing home they can leave tasks running or channel deliveries on. Full seed runs and smoke.mjs are not affected (smoke.mjs runs seed_safety before it starts the app). Fix: call seed_safety.announce(seed_safety.quiet(home)) in both early-return paths unless --keep-live is set, with a test.
