Mark nucleotide-count and parallel-letter-frequency as deprecated - #4297

As Python once had parallel-letter-frequency and nucleotide-count, they need to be marked as deprecated, not foregone. This is currently breaking some i18n constraints for users who still have those exercises. This restores both exercises' directories as they were before #3603 and #3617, and lists them as deprecated practice exercises again. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
