Follow up on pull/987 when pydata-sphinx-theme 0.23.0 is out

Context

pydata-sphinx-theme had a bug up that is being fixed for next 0.23.0 release, tracked in pydata/pydata-sphinx-theme#2451: PST ignored theme.conf sidebar overrides.

This issue is a reminder to upgrade to pydata-sphinx-theme 0.23.0 once released, remove the workaround update_navbar_defaults introduced by #987 and clean up some leftover workaround code such as button.sidebar-toggle { display: none; }
