🟠 Canary prevents every verification step
This unconditional exit 1 terminates the verify job before checkout, so the Go tests, vet/build checks, experiment validation, installer comparisons, and site-link checks below never execute. If this commit reaches main (or is used as the basis for another PR), every CI run fails immediately while providing no verification coverage. Remove the negative canary before this workflow is merged.

Negative canary for MOB-1461. The verify job intentionally fails. Capture inherited active Open SWE policy, then paused Open SWE with unrelated CI still blocking. Close this PR without merging after evidence is recorded.
