Use the same-owner shared Mergify policy while retaining the existing queue and repository CI gates. Open SWE is temporarily paused in the shared policy. Existing GitHub Open SWE requirements remain until inheritance is verified.
Validation: authenticated Mergify configuration simulator accepted this configuration and resolved the source.
