Integrates the audited QF Solver 0.2.11 candidate history plus the prospective release-governance remediation. The only commits after the frozen candidate are governance/release-engineering changes; the package candidate remains afd2efa and is the intended future tag target.\n\nValidation on governance HEAD dced860: Quality and verification run 37607561758 SUCCESS; Documentation tests run 37607566000 SUCCESS.\n\nThe selected-distribution permission remains separate from whole-repository archive clearance. G03 remains FAIL_PRESERVED; whole-repository archive remains uncleared; WP14 remains HOLD_NOT_PROMOTED. No tag or publication is included in this PR.
