The exact WP07 wheel probe for candidate de87717 showed that Campbell failed during provenance hashing outside a source checkout: the code looked for src/solveur/... under the installed Python Lib directory. Resolve the already-bound implementation files relative to the installed solveur package root instead. This changes provenance path resolution only; no formulation, QEP, frequencies, tracking, thresholds, maturity, or qualification records change. Added a regression test for the wheel layout and recorded the packaging fix in the 0.2.11 candidate changelog. Targeted Campbell/rotating-modal tests, release metadata tests, docs tests, Ruff, and local strict MkDocs build pass. This is a release-blocking installed-package correction; after merge, WP07 must re-freeze and rerun exact-source audits/builds.
