Eca can't handle [ and ] characters in workspace

Describe the bug

When opening a session or adding a workspace whose path contains [ or ] ECA throws an error

error in process filter: Wrong type argument: stringp, (:code -32603 :message "Internal error" :data (:id 1 :method "initialize")) [2 times]

To Reproduce

Steps to reproduce the behavior:

1. Create a folder with [ or ] in the filename
2. add this folder to eca workspaces

Expected behavior

Should be able to add/open that workspace

Reproduced on current master: an unescaped [ or ] in a workspace file URI reaches java.net.URI during initialization and raises URISyntaxException. I’m working on a focused decoding fix with regression coverage.
