Fix editor scroll jump & add navigation FABs - #15

- Fixed an issue where `BasicTextField` inside a `verticalScroll` container jumped to the bottom upon focus. Implemented `BringIntoViewRequester` and `LaunchedEffect(value.selection)` to bring the specific cursor rectangle into view smoothly. - Added Material 3 `SmallFloatingActionButton` elements to `NoteEditScreen` for quick scrolling to the top and bottom of the editor.

This PR addresses an issue where clicking a specific section in the
InteractiveMarkdownEditorwould cause the screen to auto-scroll to the bottom. It utilizes the standard Jetpack Compose workaround usingBringIntoViewRequestercombined withLaunchedEffecthooked into cursor changes.
