Made the regression template's test step limit an input - #826

The Test step had a fixed 60-minute limit, sized on ThreadX suites whose longest run was 37 minutes. NetX Duo runs all 43 configurations of its full suite in that one step, so its NetXDuo job stops partway through, as it did on the last master push. A test_timeout_minutes input now sets the limit, defaulting to 60, so every existing caller keeps its current limit. NetX Duo will pass its own value once it pins this commit. With the limit raised to 330 minutes on a fork, the NetXDuo job passed all 43 configurations; the Test step took 201 minutes and the whole job 237, under the six-hour job limit.
