Adding a new "Marketplace package" aimed for Developer personas (so under Develop part of the documentation)

Mirroring existing documentation (like the Python Plugins one) here is the layout of this new section:

  • Index : explaining what is a package
  • Installation : how to install from marketplace, or from local cpa file, and where to find installed elements
  • Development : how to make a package folder, how to extract work from CMEM, how to import / export

This short recap is not supposed to replace the full documentation of package template repository , but at least give some concrete steps, it's more of a "how to"

It also doesn't cover advanced scenarios like publishing
