Restructure configuration check to appease Kotlin compiler across versions#43

This restructuring allows the Kotlin compiler to be satisfied that all branches are required, rather than having one version of the compiler throw an error and the other not be able to suppress it. Also ensures all pre-merge checks run to completion when one fails in order to gain better insights.
