Add missing dependencies to release CI pipeline

Note

Set up Python 3.13 and install template dev dependencies in the release workflow before building the Docker image.

• CI/CD – release workflow (.github/workflows/release.yml):
  • Build Docker Image:
    • Add Python setup via actions/setup-python@v6 with python-version: 3.13.
    • Install template dev dependencies (pip install -r template/requirements-dev.txt) prior to Docker build.
