What's Changed

Bundle lz4 on macOS. ubuntu-latest now resolves to Ubuntu 26.04 for some runs what causes fails. The last successful build ran on ubuntu-24.04 and Java 17, so use that image for Binaries and Verify with pined Java 17.

How bad are the Ubuntu 26 failures? I think this is fine for now to enable jar building, but it would be nice to stay on ubuntu-latest if its not too much trouble.

On 26.04 there were two failures:

• Formatter crash. The default Java there is 25, and google-java-format 1.17.0 crashes on it. arrow-java 20 has a commit that bumps the formatter to 1.31.0. I could bump it in arrow-java 19 too, but I expect it to cause other problems later, so I pinned Java 17 instead.
• JVM abort in Binaries. With Java 17 pinned on 26.04, all arrow-dataset tests pass, then the forked JVM aborts at shutdown (exit 134). I couldn’t find the cause from the log. The same code was green on 24.04 with the same Java 17, so the difference seems to be the Ubuntu 26.04 image, not the Java version. For now Binaries and Verify run on ubuntu-24.04.

Staying on ubuntu-latest would need the JVM abort on 26.04 to be debugged first, and I don’t know how long that takes. GitHub plans to move latest to 26.04 for everyone by Nov 19, so it’s worth a follow-up ticket. 24.04 is a stable image, so the pin is fine until then, or until we migrate to arrow-java 20.
