Adds the root MIT LICENSE that every capability.yaml already declares, and a NOTICE that excludes the vendored third-party docs and reference snapshots from the MIT grant. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
capabilities/web-security/skills/agent-browser/SKILL.md is ported from the agent-browser CLI documentation by Vercel Labs and declares license: Apache-2.0 in its frontmatter, so it is excluded from the MIT grant like the other third-party material. Add it to NOTICE and include the upstream LICENSE (vercel-labs/agent-browser@d01253d9db28), which Apache-2.0 requires for redistribution. Upstream has no NOTICE file.
