…key build (#47317)

Applied the Mooncake SWA lookup-mask port to the Aphrodite worker and added the regression test. Verification: py_compile passed for the touched files; /data/venv/bin/pre-commit run --all-files did not pass because typos was killed with exit code -9, clang-format exited 247, and shellcheck could not run due missing wget and xz; targeted pytest could not run because pytest is not installed in /data/venv.

Applied the sparse MLA metadata stream synchronization in the Aphrodite ROCm AITER sparse backend, added the adapted regression test, adjusted pre-commit hook resource/path handling for this fork, and `/data/venv/bin/pre-commit run --all-files` now passes.

Applied the upstream timeout change in tests/v1/kv_connector/extract_hidden_states_integration/test_extraction.py, raising the non-ROCm TP2 extraction test timeout from 60 to 120 seconds. `/data/venv/bin/pre-commit run --all-files` passed cleanly.
