Fixes local xtro-sharpie execution by correcting how the Makefile computes the path to the platform assembly inside the local dotnet/packs directory.

Changes:

• Update DotNetAssemblyPath to use *_NUGET_VERSION_NO_METADATA when constructing the pack version directory path (instead of *_WORKLOAD_VERSION).
