Summary

Clarifies the debugging behavior when embedding symbol files (*.pdb) in NuGet packages via AllowedOutputExtensionsInPackageBuildOutputFolder. Embedded .pdb files contain source file paths pointing to the build environment; to allow package consumers on other machines to step into source code during debugging, developers should configure Source Link or embed source files with <EmbedAllSources>true</EmbedAllSources>.

Fixes #29417
