This is the initial scaffolding for upgrading to react-router v7. Replaces #1414 and #1415.

Still to do:

  • I'm almost certain that we'll need to wait for an updated version of react-router-bootstrap. That package is currently pulling in v6 of react-router-dom, and there's a bug report about a v7 compatibility issue.
  • I left some placeholder commits that enable the flagged breaking changes one at a time before the upgrade to v7. I'll have to go back and actually fix compatibility issues, following the migration guide.

Closes #1534.
