Summary
Release the merged server-side IB health-aware placement feature and accumulated C++ RDMA retrieval resource controls as DingoCache 2.15.0.
Version policy
Minor bump because the release changes C++ server/MDS/dfkvctl behavior and the backward-compatible membership wire extension.
Verification
VERSION remains the single version source. Release artifact will be taken only from the post-merge main CI run and verified before tagging.
