After cancelling a one-time link request, a late failure still appeared in Settings. If the user started another request first, the old request's completion could also clear the new busy state and hide its spinner.
Only the latest panel action may update its busy or error state. The shared one-time store continues to own connection state.
Validation: all three new cancellation/retry regressions failed before the fix. 123 Settings, indicator, and store tests pass, along with library TypeScript, spec lint, Markdown lint, and diff checks.
