chore: license runtime SDK under MPL-2.0

The SDK has no license file, which prevents license detection when Devsy imports it. Add the MPL-2.0 license selected by the project owner, matching main Devsy. The license text matches Devsy exactly. Validation: applicable prek hooks passed and local CodeRabbit review found no issues.
