feat: give anyone on GitHub a page, looked up when a member first opens it - #1406
Picks up #648 with a different approach. Today an organization only gets a page once a commit mentions it, and a developer who isn't on /dev/null has no page at all.
With this PR, a signed-in member can open /@anyone on GitHub. The first visit looks the handle up on GitHub in a job, and the page shows a loading state while it waits. The page polls and turns into what the job found:
an organization: today's page, now with a Claim banner while nobody has claimed it;
a developer who isn't here yet: an unclaimed page, marked "Not on /dev/null yet". Signing in with that GitHub account makes it theirs.
Guests never trigger a lookup, so crawlers can't spend GitHub's budget. They're asked to sign in, on a 404 page with noindex.
This is the first of three stacked PRs. The next ones add waiting followers and Follow, then lookups on mention plus search and autocomplete.
Changes
Unclaimed developer: a profiles row of type user with no users row (Profile::isUnclaimed()). It stores only what the page shows: handle, name, avatar and bio. It never stores location or website. Signing in reuses that row through UpdateOrCreateUser, so the user keeps the profile's ID.
Routing: when @{user:handle} matches no user, the fallback picks one of three pages:
the org page;
the unclaimed page (UnclaimedProfileController);
the lookup page (ProfileLookupController).
Lookup:
The lookup page POSTs to profile-lookups on mount, so a GET never writes, and prefetching or crawling never triggers a lookup.
The rate limit is 30 lookups an hour per member.
LookUpGitHubProfile is unique per handle and tries once.
It goes through CreateGitHubProfile and respects the existing rate-limit pause, now shared as GitHubLookupPauseQuery.
Lookup state: it lives in the cache only, so there are no new columns:
github-profiles:looking-up:{handle} lasts 30 s;
github-profiles:not-found:{handle} lasts a day.
The page polls every 2 s and gives up after 30 s.
Deleted accounts: a new deleted_github_accounts (github_id, created_at) table.
Why: a person who deleted their account never comes back as an unclaimed page.
Who sees it: nobody.
When it's deleted: when they sign in again.
The privacy policy and the knowledge base say so.
Fixes from auditing every direct read of profiles:
The member requests of chat orgs and ListApiSuggestedUsersRequest now require a users row, so an unclaimed handle can't pass validation.
UpdateStaleHandles deletes an unclaimed profile whose handle was taken, instead of renaming it to _renamed-….
The social card handles unclaimed profiles. CreateOrganizationOpenGraphImage is renamed CreateProfileOpenGraphImage and draws a grey rail with "Not on /dev/null yet".
Decisions
From the /interview:
Who can trigger a lookup? Signed-in members only. Guests get a sign-in prompt, served as a 404 with noindex.
Who sees an unclaimed developer's page? Anyone with the link. It is noindex and not in sitemaps. Its social card is the developer card with no location.
Location? Never shown or stored for unclaimed developers, even when it's public on GitHub.
Main button? "I am @handle" for guests. Follow for members comes in the next PR.
Org page? Unchanged, except that the Claim button moves into a banner.
Remembering missing accounts? For a day, in the cache, and it never blocks sign-up.
Deleted accounts? Never recreated, until the person signs in again.
Per-member limit? 30 lookups an hour.
Polling? Every 2 s, for 30 s at most, then a "Try again" state.
Refreshing unclaimed profiles from GitHub? No.
Handle taken by someone else on GitHub? The unclaimed profile is deleted.
Moderation of unclaimed pages? Nothing for now.
API and apps? Unchanged. The API never triggers lookups.
Feature flag? None.

Limitations
Unclaimed profiles are never refreshed from GitHub, as decided. If a developer renames on GitHub and someone else takes their old handle, /@old keeps showing the first person until someone's lookup or sign-in moves them.
An organization behind SSO or an IP allow list makes GitHub answer 403, which the page shows as "GitHub isn't answering".
OrgCallControllerTest "starts a new call once everyone in the last one left" failed once in a full parallel run: it compares an unordered pluck. It passes on its own and has nothing to do with this change.
The "rate limit paused" and "too many lookups" states are covered by tests but not captured.
The privacy policy gained two paragraphs, but its effective date was not changed, following the org members precedent.
Summary by CodeRabbit
New Features
Signed-in members can look up GitHub handles and check whether a profile is available, pending, or temporarily delayed. Lookups are limited to 30 per hour.
Handles that aren’t GitHub accounts can be retried after one day.
Developers who haven’t joined can have public profile pages with GitHub details and a sign-in option to claim the page.
Organization pages can be created when a member visits an organization’s address, with a prominent Claim button for unclaimed pages.
Privacy
After account deletion, the GitHub account ID is retained until the person signs in again, preventing their profile from reappearing as unclaimed.

Walkthrough
The changes add signed-in GitHub handle lookup and public, non-indexed pages for unclaimed developer profiles. They also update organization-page routing, profile image rendering, account deletion and sign-in handling, and validation that limits selected operations to user profiles.
Changes: GitHub Profile Lookup and Unclaimed Pages
Routes unresolved handles to lookup handling when no profile exists. Signed-in members can submit valid handles; the page presents lookup status, polls pending work, and reports throttling.
The job checks the shared GitHub rate-limit pause, then resolves the handle as an organization or developer profile. Missing and deleted account results are cached, and stale handles are reconciled.
Account deletion records the GitHub ID, and sign-in removes its deleted-account record. Organization and suggested-user requests validate membership against the users table; the organization claim action and privacy text are updated.
A guest may return to the wrong page after signing in when background polling replaces the intended lookup URL.
Security architecture risk: Moderate · up to 4c9c4
The lookup flow has authentication, throttling, and bounded failure handling. However, a lookup overlapping account deletion can recreate a public unclaimed page despite the deletion safeguard. Exposure is limited to public GitHub profile details; the inspected path does not grant account access or restore deleted private content.
Retained concerns
Medium · security · inferred: Deletion suppression is checked outside the profile-creation transaction. A member can submit a GitHub handle absent locally, including a renamed account's new handle. If its lookup passes the suppression check before account deletion commits, then creates the profile afterward, the deleted account can reappear as a publicly readable unclaimed page while its suppression marker remains. Public unclaimed-page authorization does not recheck that marker. This introduces a concurrency-dependent breach of the new deletion privacy guarantee, limited to the imported public GitHub details.
Security review details
Security Blast Radius
inferred — A signed-in member can request discovery of arbitrary valid GitHub handles, subject to per-member limits. The shared exposure is the application's GitHub request budget and newly persisted public profile metadata. The deletion race affects the targeted profile's public presence, not the deleted account's credentials or private content.
Security Findings and Attack Paths
inferred — A lookup for a renamed account can pass the absent-local-handle validation and read no deletion marker. If deletion commits before the lookup's profile transaction runs, that transaction can create an unclaimed profile without another suppression check. Routing and unclaimed-page authorization then serve it publicly despite the retained marker. Ordinary serial lookup after deletion is blocked, so overlap is essential to this path.
Trust Boundaries and Controls
observed — Guest page access is separated from authenticated external work. Claiming derives identity from the authenticated GitHub account's ID rather than the visited handle. The new deletion marker is also keyed by GitHub ID, so normal suppression survives handle changes.
Resilience and Maintainability Implications
observed — The new discovery path shares the existing organization-lookup pause key. Below 1,000 remaining GitHub requests, it caches a pause until reset to preserve budget for other work. This provides shared failure containment, but it is not an aggregate reservation across concurrently executing members or workers.
Hardening Proposals
proposed — Serialize profile materialization, deletion, and claiming around the immutable GitHub identity, and evaluate suppression within that serialized transition. Validate overlapping rename, lookup, deletion, and sign-in schedules so recovery cannot silently undo the privacy guarantee.

Preserve missing-profile lookup URLs through sign-in.
ProfileLookupController::show intentionally returns 404 for guests. RememberIntendedUrl then rejects that response because it is not successful, so /@handle is not saved. After GitHub sign-in, SessionController falls back to the log or an older intended URL, and the lookup does not start.
Apply the correction in RememberIntendedUrl, not at the unrelated import in routes/web.php. Keep other error responses excluded and keep the 404 response unchanged.

@coderabbitai About the outside-diff comment on preserving the lookup URL through sign-in: fixed in 4c9c492, but differently from the suggestion. ProfileLookupController::show now remembers the URL itself for guests (not on prefetches), and RememberIntendedUrl stays as it was. Exempting every non-successful user.show response would also have remembered the 404s of deleted accounts and of handles GitHub can't have, plus case redirects, so a guest could land on a missing page after signing in. A test checks that those 404s aren't remembered.

Do not remember partial reloads.
AppLayout polls the current page for guests. If a guest opens another page in a second tab, a poll from the lookup tab can overwrite its intended URL before sign-in completes. Exclude X-Inertia-Partial-Data requests, as RememberIntendedUrl does. (raw.githubusercontent.com)

@mnapoli Thanks—the controller-scoped fix addresses the lookup URL concern without broadening RememberIntendedUrl.
I checked the code:
ProfileLookupController::show saves the full URL only for guests on non-prefetch requests.
RememberIntendedUrl still excludes unsuccessful responses.
The tests assert that guest lookup pages save the intended URL, while deleted-account and invalid-handle 404s do not.
Your approach is safer than my suggested middleware exception. It preserves the lookup return path without including unrelated 404s or case redirects. I inspected the tests but did not run them.

Do not replace it with a blanket exception for non-successful user.show responses in RememberIntendedUrl: deleted-account 404s, invalid-GitHub-handle 404s, and case redirects must remain excluded from intended-URL storage.
