feat: refresh pending moderation queue on history restores - #1404
This draft overlaps with the shared history-refresh implementation in #1398. A separate moderation-queue listener would duplicate global navigation handling.
The consolidated implementation refreshes the moderation queue and resets stale pagination on history restores. It also reloads the page if access has changed. This draft remains open for comparison and is not ready independently.
Summary by CodeRabbit
Bug Fixes
Returning to the moderation queue through browser history now refreshes the displayed commits and unmoderated-commit status. Restoring the queue from a persisted browser page also refreshes its data. The commit list resets, and the previous scroll position is not preserved. Navigating to other pages through browser history does not trigger a moderation queue refresh.

Walkthrough
The application now tracks history navigation and persisted page restoration for moderation/show. On qualifying events, it refreshes selected queue data and resets commits. The tracker returns a callback that removes its event listeners.

Summary
History navigation listener and tests resources/js/lib/moderation-queue-history.ts, tests/Unit/ModerationQueueHistory.test.tsx
The tracker refreshes commits and hasUnmoderatedCommits on qualifying history navigation and refreshes the current URL on persisted pageshow events. Tests cover event filters, refresh options, and listener cleanup.

Merge Risk: Low · previous review 679dc
The history-refresh test does not run in the unit-test workflow, leaving regressions undetected. Run it in CI as a follow-up.
Security architecture risk: Low · up to 679dc
The refresh uses existing administrator-protected routes and does not add moderation privileges. No new authorization bypass was established. Handling of interrupted or overlapping refreshes remains unverified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The added reachability is automatic retrieval of the existing shared moderation queue from a restored browser page. Even if a client event is manipulated, the resulting moderation request still requires current server-side administrator authorization.
Trust Boundaries and Controls
observed — Queue reads, individual approvals and rejections, and bulk approvals independently require isAdmin(). These controls are unchanged against the PR base, so a restored client interface does not itself grant moderation authority.
observed — The application exception handler converts ordinary web 403 responses into the error component with shared data. Authorization failure occurs before the queue controller returns commits; the new refresh does not bypass that denial path.
Resilience and Maintainability Implications
inferred — Already-cached moderation data can be visible while revalidation is pending. That cached-data condition predates this listener; the PR adds revalidation rather than a new cache. Exact behavior after interruption, competing navigation, or a denied partial response remains unverified and is not treated as a demonstrated vulnerability.

Use router.visit to reset scroll.
Inertia 3.10.0 excludes preserveScroll from ReloadOptions, so this call can fail type checking. router.reload also overwrites the option with preserveScroll: true, which can leave a moderator at the previous position in a long queue. Visit page.url directly and preserve the existing partial reload, reset, and state behavior.

Review comment at @resources/js/lib/moderation-queue-history.ts at line 13:
Replace the router.reload call in the moderation queue history flow with
router.visit using page.url, keeping the existing partial reload and reset
options and setting preserveState to true. This allows preserveScroll: false to
take effect and avoids passing it to ReloadOptions.

Run this test in frontend CI.
test:unit selects only tests/Unit/*.test.ts and runs it with Node's test runner. The frontend CI job runs bun run test:unit, so this .tsx test never runs there. No other workflow step, Composer script, or Vite config runs it.
Add a CI step that runs this file. Alternatively, adapt the test to the existing runner and filename pattern. Either change makes the new history-restore coverage run in CI.

Review comment at @tests/Unit/ModerationQueueHistory.test.tsx at line 2:
Ensure the ModerationQueueHistory test is executed by frontend CI: either update
the existing test:unit runner selection and test format to include this test, or
add a CI step that runs it explicitly. Preserve the current history-restore
coverage and verify the chosen approach runs it in the frontend CI job.
