refactor: improve related commits semantic search - #1299
Reuses commit similarity search logic that was already in place
Classifies the commits as "relevant" as opposed to merely "similar". Identical/similar phrasing of a commit that isn't related to the topic of the original is not considered "relevant".
Summary by CodeRabbit
New Features
Related commits are now selected using semantic search and checked for a concrete connection, rather than similarity in reactions or sentiment alone.
Up to three related commits may appear. Results respect visibility, blocks, and mutes; authors can see their own pending commits.
If no candidates pass the check, no related commits are shown. If the check is unavailable or times out, semantic matches may still appear, subject to the same visibility, block, and mute rules.

Walkthrough
Related-commit suggestions now use source-aware semantic search and relevance classification. The search returns up to three eligible top-level commits from other threads. If classification fails or times out, candidates remain subject to visibility, block, and mute rules.
The relevance provider accepts a related-commit mode. OpenAI prompts check for a concrete subject connection. Classification failures retain all candidates, and cURL error 28 connection timeouts are logged.
CommitSearchQuery accepts a commit or search string. Commit searches use the source embedding and limit candidates to eligible top-level commits outside the source thread.
RelatedCommitsQuery delegates to CommitSearchQuery. Tests cover candidate filtering and relevance requests. The knowledge base and limiter comment describe the revised retrieval behavior.
dev-null-sh/dev-null.sh#1168: Adds viewer channel-visibility filtering to CommitSearchQuery, which this change reuses for related-commit retrieval.
dev-null-sh/dev-null.sh#1069: Introduced the related-commit feature and embedding-distance query that this change replaces.

Merge Risk: Low · up to 20907
Related-commit suggestions may still be influenced by crafted commit text or show fewer relevant results than are available. These bounded issues merit owner follow-up, but the reported external-service failure no longer blocks the rail.
Security architecture risk: Low · up to 20907
Related-commit suggestions now make external classification requests. Existing visibility checks remain in place, and classification failures retain only already-authorized candidates. No access-control bypass was established, but external data handling and production capacity remain partly unverified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — Existing web and API related endpoints now initiate external classification for eligible sources. The web route has a 60-per-minute user/IP budget; the API route inherits its API throttle. Each related request submits at most three candidate bodies plus its source body using the configured service credential.
Trust Boundaries and Controls
observed — Both related-request classes authorize source visibility. Candidate visibility and muted-author checks occur before classification, and verdicts only retain or remove existing candidates. Keeping every candidate on provider failure does not bypass those access controls.
Resilience and Maintainability Implications
inferred — The inspected related-retrieval flow introduces no durable multi-step write. Its scan setting is transaction-local, candidate retrieval completes before the external call, and classification interruption cannot leave a partially updated commit or persistent authorization state.

🟡 Changes recommended
Related lookups limit candidates before filtering blocked or muted authors, which can leave the rail empty despite other visible, relevant commits being available.
This PR routes related-commit suggestions through the existing semantic search pipeline, adding a relevance check that distinguishes connected subjects from similar wording or reactions.
Changes:
Reuses stored commit embeddings and shared search logic for related suggestions.
Adds related-commit classification prompts in place of the fixed distance cutoff.
Updates tests and documentation for relevance-based results.

Minor · Functional Correctness · Quick win
Apply the limit after relevance filtering.
The query calls ->limit($limit) before onlyRelevant runs. For the related rail, $limit is 3. The model then removes the candidates it rejects. The rail can show fewer than three commits, or none, while relevant commits sit at rank 4–6. nearest already fetches $limit * 2 ids, so those commits are available.
The new prompt is deliberately strict about relatedness, which makes this more likely. Fetch the full pool, filter it, then slice to $limit.
The pool sent to decideRelevance doubles from 3 to 6 candidates per request. Check that cost against the related-commits rate limit.
Based on learnings: when a query pipeline both filters results and applies a limit, apply the limit after filtering.

Handle decision-model failures in the related-commits path.
RelatedCommitsQuery::get calls CommitSearchQuery::get. For a commit with candidates, that calls OpenAI::decideRelevance. It sends a decisions request with a 60-second timeout and ->throw(). Before this change, the related rail made no external call.
If that request times out or returns a 4xx/5xx response, the exception is not caught in RelatedCommitsQuery or in either RelatedCommitController::index. The endpoint then fails with an unhandled exception. During a slow OpenAI outage, each request can hold a worker for up to the timeout.
The "flaky model never hides a post" guarantee in decideRelevance covers unreadable answers only. It does not cover transport errors.
The related rail is optional. Catch the failure in RelatedCommitsQuery::get, report it, and return an empty collection.
🛡️ Proposed fix
use App\Models\User;
use Illuminate\Support\Collection;
+use Throwable;
Add a test with Http::fake that returns a 500 for /decisions. A shorter timeout for this caller can also limit how long each request waits.
