Updated the artisan reload task to include a minimum version parameter. Run de reload command after publishing the release.

I added this command to have a single command to restart all services; laravel/framework#57923
But existing deployments would already restart horizon etc, so would need to removed their own restarts to avoid duplicate restarts. So breaking in that sense..
