This PR updates guideline AV1137.

It was split out of #298 so the change can be reviewed independently.

Part of the replacement for #298.

"Keep" could be misinterpreted as "don't widen existing parameters, but for new parameters, it's fine".
The rule matters when defining (declaring) parameters.
