Build out the Reg D 506(c) nine-element compliance set

CMP-001, stacked on #24. Expands the compliance layer toward the strategy report's Reg D 506(c) reference set — all illustrative, production data sources stay approval-gated (D008).

• Six new elements: Jurisdiction (A-02), IdentityUniqueness (A-04), UsTaxResident (A-05), AssetClassification (B-01), Erc3643Native (B-02), FormDFiling (E-01) — operator-gated attestation setters, fail-closed defaults
• RegD506cRecipe expanded in place 2 → 9 elements (id 1, version 2)
• Integration: nine-element happy path through the real ERC-3643 router stack + per-element rejection scenarios asserting exact reason codes
• C-01 Lockup participates via the injected mock acquisition source in fixtures only; production holding-period default unchanged

Tests: forge test --offline 195/195 (56 new element unit tests + 6 integration). Bookkeeping: D008, FEATURES CMP-001, PROGRESS.
