Add Philippines PCSO historical draw dataset

What this adds

This adds a fixed, openly licensed Philippines PCSO historical draw-results snapshot to the Machine Learning / Statistical Data collection.

The resource contains 13,457 rows covering nine PCSO games from 2022 through 2026. It includes row-level source URLs, field definitions, a Frictionless Data Package descriptor, and an immutable CSV at release v2.0.1. The entry is framed for reproducible descriptive, time-series, and data-quality analysis and explicitly avoids claims that historical draws predict future outcomes.

Verification

• The documentation page, versioned Data Package descriptor, and immutable CSV all return HTTP 200 without login or a paywall.
• The snapshot is licensed CC BY 4.0.
• The CSV has 13,457 data rows and nine documented columns.
• The change is confined to machine-learning-data.md and updates its modified date.
• git diff --check passes.
