feat: separate DNA, document contracts and optional AI flows

Memory Bank can now be adopted as governance only (core), governance plus document contracts (docs), or the full set with optional AI flows. Installing Flows preserves existing documents; individual documents acquire process obligations only through explicit adoption.

The payload now has an exhaustive component manifest, independent base types/templates, frozen flow bundles and composable flow fragments. The capability-gated entrypoint pins its source, and the English/Russian READMEs explain component choice and consented migration. Generic files remain projected into this repository's project-local Memory Bank.

Validation:

• Final template CI is green at b3530dec9134f7196f25888fc955e99f815cfdf9, using CLI caf0f3eaf3af290a702c8553795168584ac8b987. It covers lint/doctor/priming, actual incompatible-binary rejection, presets, adapters, adoption, migration and the source-pinning entrypoint.
• CLI tests/vet, 28 existing E2Es, transaction/integrity fixtures and all required CLI CI checks are green; see feat: install document components and adopt versioned flows memory-bank-cli#64.
• Functional, document and simplification review–fix cycles converged. Delivery evidence records immutable implementation receipts.
• Final closing-artifact review is clean on the same CI-green commit: structured findings: [], receipt session-1788755792013652000-94280-d527d4ad44f9a9a5869ae017bce12d1f. This verdict is recorded here, outside the reviewed evidence file.
