Refresh the Colab snapshot and re-lock notebooks

[github-actions]

Colab's preinstalled package versions have moved past .github/colab-preinstalled.txt, so the notebooks' install cells were downgrading those packages on Colab. This refreshes the snapshot from googlecolab/backend-info and re-locks every CI-tested notebook against it. Packages that Colab does not ship keep their current pins.
