Add the plan for preventing a close from a NeverSeen scope from receiving positive mutation attribution. The plan aligns the Quint model and Rust kernel, adds regression coverage, and documents the verification work. Treat a Close of a materialized NeverSeen scope as ineligible attribution even when another live scope would otherwise appear exclusive. Mirror the rule in the Quint model and Rust protocol, add regression coverage, and preserve verification-only history in the Quint Connect wire model. Document the runtime materialization boundary and update the mutation-trace context and completed task record. A close from NeverSeen can observe and advance the cursor, but cannot establish positive attribution because its Start was never durably observed. Make the boundary rule return IneligibleUnscoped for that case, document the Active-to-Close requirement, and add the invariant and deterministic scenario.
