There is a recursive RLock in the path `HandleIDPInitiated` -> `ServeIDPInitiated` -> `GetServiceProvider`. This can lead to deadlocks under concurrent requests. The outer RLock is unnecessary, because `GetServiceProvider` is the only call to access the protected `serviceProviders` map, and it already guards acces with RLock.
