Fixes new false positives that will appear in the next CRS release and upcoming v4 LTS. I found most of these false positives thanks to our existing test suite. I also fixed up some broken tests.
@azurit You added a test in this PR #79 but the rule exclusion you added actually doesn't resolve the false positive sent by the test. I can see the test includes a stripped down payload which is probably why the test is failing, would you be able to take a look at it?
