• Add Empire toolchain doctor.
• Add forge helpers.
• Verify self-hosting release flow.

Planned for v0.2.0

• Harden command dispatch edge cases.
• Add stronger tests for bundled command resolution.
• Improve GitHub helpers around releases, runs, caches, and workflows.
• Add real-world README examples.
• Keep the bundle small, portable, and dependency-light.
