oci-loader and path-loader components - #36

The oci-loader uses the componentized/oci client to load a wasm
component from an OCI registry.
The path-loader uses the other loader components routing based on the
path.
`test-loader` is a wasi:cli/command which accepts a single argument,
the path to load, loads that path and dumps the bytes to stdout.
