[2.32.0] Remove Hazelcast

Hazelcast has been unused since the product cache was stubbed out in c55b622 (2021). Only interface stubs, an embedded jar, and dead config remained.

• Drop MapStore/MapLoader from both FileSystemPersistenceProvider classes (no behavior change)
• Remove embedded Hazelcast from catalog-core-camelcomponent (20.6 MB -> 1.2 MB) and the standalone bundle from catalog-core-directorymonitor
• Remove Hazelcast version/dependency management, optional imports, etc/hazelcast.xml, Cellar config, and unused ReliableResourceComparator

Compatibility:

• Exported ddf.camel.component.catalog.content.FileSystemPersistenceProvider no longer implements Hazelcast interfaces
• com.hazelcast packages are no longer provided at runtime
• Preset Cellar/Hazelcast config is removed (Cellar is not installed by DDF)

No usage found in other codice projects. Smoke tested: standard profile installs, all affected bundles Active, directory monitor runs.

I don't expect this to break anybody downstream but probably best saved for a 2.32.x release.
