Adds a check command to rz.py that prints ST_HAS_CHANGES or ST_NO_CHANGES depending on whether the Unreleased section has content — useful for CI workflows to skip releases with no changes. This matches the version currently used by neutralinojs-cli. Also documents the new command in the README.
